NIH Scientific & Technical Expertise & Acquisition Management (STEAM)
NIH is conducting small-business market research for the Scientific & Technical Expertise Acquisition & Management (STEAM) requirement, which will provide professional, scientific, and technical support across basic, translational, clinical, laboratory, bioinformatics, and related research activities through project-based task orders. Interested small businesses may respond for Task Area A (professional, management, administrative, IT, and technical services), Task Area B (highly specialized scientific, laboratory, clinical, and animal-care services), or both; capability in both is not required, and no final set-aside determination has been made. NIH anticipates a five-year ordering period from April 2027 through April 2032, with individual task orders setting their own performance periods and some urgent needs potentially requiring authorized performance to begin within 48 hours. Anticipated performance locations include Bethesda and Rockville, Maryland; other Washington, DC metropolitan area sites; and Hamilton, Montana, with other domestic, overseas, travel, or remote work possible under individual orders. The work may include BSL-1 through BSL-4 and ABSL-1 through ABSL-4 laboratory support, with BSL-3/BSL-4 support a significant specialized requirement, and NIH anticipates using cost-reimbursement contracting about 20 percent of the time.
