The NIH Library (DLS) requires a contractor to provide NIH and HHS agency staff with web-based access to selected Springer Nature journals, purchased eBook collections, and subscribed databases such as Springer Protocols, with cumulative access based on prior investments. The contractor must offer options for eBooks, online reference works, journal backfiles, databases, Content on Demand tokens, open access/transformative agreements, HHS-wide access, CDC and FDA subscriptions, adding new titles, and cancelling titles if funding is reduced, while preserving NIH perpetual access and incorporating all license agreements into the contract. The Government anticipates a firm fixed-price purchase order for a 12-month base period from January 1, 2027 through December 31, 2027, plus four 12-month option periods through December 31, 2031. Award will be based on technical capability, past performance, and price, with technical and past performance combined significantly more important than price, and options will be evaluated in total price.
