NIH/NICHD intends a sole-source, firm-fixed-price purchase order to Oxford Instruments for a service contract covering a Witec Alpha 300+ Raman microscope, including annual on-site preventive maintenance/calibration, field service engineer visits, priority helpdesk/technical support, labor/travel, replacement parts, and software fixes/updates; consumables are excluded but a 10% Silver Contract discount applies through Oxford’s online store. Oxford is identified as the manufacturer and sole provider of genuine proprietary parts and qualified service, and the Government states third-party maintenance would void Oxford service and risk mission disruption. The acquisition is justified under FAR 6.302-1 as only one responsible source can satisfy the requirement.
