NIH/NIAMS intends a sole-source, firm-fixed-price award to BD Biosciences for a base-plus-two-option-year service agreement on the BD FACSymphony A5 Flow Cytometer (Serial No. R66096400046). The agreement requires two preventive maintenance inspections per 12-month period, unlimited telephone technical support and repairs at no additional Government cost, on-site service within 48 hours if telephone support fails, and use of OEM-certified parts and OEM technicians. Preventive maintenance, repairs, and support are to be provided 8:00 AM–5:00 PM Bethesda, MD local prevailing time, Monday–Friday, with emergency service as needed. BD Biosciences is identified as the sole source because it manufactures the instrument, and the service is intended to maintain reliability for approximately 75 users and NIAMS IRP research. Interested parties may submit capability statements for the Government to assess whether another responsible source can meet the requirement; award is anticipated approximately five calendar days after the notice closes unless a competitive acquisition is deemed appropriate.
