This Small Business Sources Sought Notice seeks information on qualified small businesses capable of providing access to Springer Nature online resources; it is for market research and not a solicitation or commitment to award. The purpose is to help NIH determine the appropriate acquisition method, including whether a set-aside is possible, for electronic versions of select Springer Nature journals, books, and databases. The contractor would provide NIH and HHS agency staff served by the NIH Library web-interface access to select Springer Nature journals, purchased Springer eBook collections, and subscribed databases such as Springer Protocols, with options for eBooks, reference works, journal backfiles, Content on Demand tokens, open access/transformative agreements, and adding or canceling titles. The contractor would also offer options to include all HHS agencies and existing CDC and FDA subscriptions, while NIH retains perpetual access to subscribed years and license agreements must be incorporated into the contract. The anticipated period of performance is a base year from January 1, 2027 through December 31, 2027, plus four option years running through December 31, 2031.
