NIH intends to award a firm-fixed-price purchase order to Thermo Electron on a sole-source basis to relocate its Nano HPLC System, Micro HPLC System, and Q Exactive Mass Spectrometer. The instruments must be moved from a radiochemistry laboratory in Building 10 to the Mass Spectrometry Unit in Building 13, requiring specialized disassembly, instrument-specific crates/packaging, transport preparation, reassembly, and post-relocation diagnostic testing. The Government states Thermo Electron is the only known source with the manufacturer-specific expertise needed to preserve the instruments’ configuration and operational status, while a general moving service could risk damage, downtime, or delays. Although this is not a request for competitive quotations, interested parties may submit capability statements demonstrating relevant Thermo Electron experience, qualified technicians, manufacturer-approved crates, transport and reassembly capability, and post-installation testing. The Government anticipates making an award approximately one calendar day after the notice closes unless another responsible source is determined capable.
