NIH TRANShare Program – SmartBenefits® Program Transit Benefit Services
The Government intends to award an IDIQ contract on a sole-source basis to the Washington Metropolitan Area Transit Authority (WMATA) for the NIH SmartBenefits Transhare Program. The anticipated award date is October 1, 2026, with a five-year IDIQ ordering period beginning then. NIH requires continued access to WMATA’s web-based SmartBenefits platform to electronically distribute transit subsidies to employee SmarTrip cards for public transportation throughout the National Capital Region. WMATA, located in Washington, DC, is the sole owner/operator of the SmarTrip fare system and SmartBenefits employer platform, and no other entity has the legal authority, proprietary access, or technical capability to meet the requirement. Although this is not a request for competitive proposals, responsible sources may submit capability statements for consideration; no solicitation package is available at this time.
