The vendor must provide warranty coverage and manufacturer-supported service, with the award based on best value considering technical acceptability, past performance, and price. Quotations are solicited on a brand-name-or-equal basis, with the burden on offerors proposing an equal product to thoroughly demonstrate compliance with all salient characteristics.
