The National Institutes of Health (NIH) intends to acquire new Bruker Biospin Nuclear Magnetic Resonance (NMR) and Q-Band Electron Paramagnetic Resonance (EPR) equipment upgrades, or equal products, to expand research capabilities and replace end-of-life instrumentation. Performance will occur at the NIH Main Campus in Bethesda, Maryland (Bldg. 5), with delivery, installation, and startup required there. The government will make a firm-fixed-price purchase order award on a best-value basis, evaluating technical acceptability, past performance, and price. Offers of "equal" products must provide detailed documentation proving they meet all salient characteristics. Large business offerors are required to submit a Small Business Subcontracting Plan.
