IMPORTANT REMINDER ON SUBMITTING QUOTES: All offerors shall register in the Electronic Contract Proposal System https://ecps.nih.gov/ to upload their quotes. Allow sufficient time for uploading documents to the system. eCPS will not accept quotes past the deadline regardless of where you are in the uploading process. Email proposals will not be accepted. Full Description of Requirement Attached Blanket Purchase Agreement (BPA) Program Category: Books and Journals (printed medical and research materials). The Blanket Purchase Agreement (BPA) Program at the National Institutes of Health (NIH) creates NIH-wide ordering mechanisms for the delegated/ simplified acquisition community via the establishment of BPAs. BPA Calls, purchase orders, or the purchase card are used to place orders for anticipated repetitive needs for supplies and services at a pre-negotiated rate. A blanket purchase agreement is not a contract, but a simplified method of filling anticipated repetitive needs for supplies or services by establishing “charge accounts” within the qualified sources of supply (FAR 13.03-1). The BPAs have a 12-month ordering period and are reviewed for possible renewal each year. The BPA Program under the Division of Acquisition Policy and Services (DSAPS) at the NIH invites you to submit quotations in response to this combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and combined with FAR 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for quotes. The solicitation number is 75N98024A-DSAPS-BPA and this requirement is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05 published August 8, 2023. The BPA Program is seeking to establish multiple, no more than 20 and up to 75% small business, NIH-wide BPAs under FAR 13 with vendors that can research and source domestic and/or foreign country biomedical literature in the form of monographs, monographic series (numbered and unnumbered) in print copy to all the institutes and centers at the NIH. The biomedical literature to be acquired is published from all regions of the world, and in various languages, by multinational, commercial, Governmental, and non-commercial organizations. The world's largest biomedical library, the National Library of Medicine's at NIH is a BPA Program customer whose primary mission, as mandated by Congress, is to acquire and provide biomedical and health care literature and information - all formats and languages - to the public. The public is defined as the full range of users and potential users of the NLM, NIH, and Department of Health and Human Services (HHS) resources and services including researchers and scientists, library and information science (LIS) professionals, clinicians, patients, students, the educational community, and the public at large to meet its mandate to supply literary material related to medicine to the public. Note: If an Offeror can source biomedical and health care literature and information - all formats and languages - from publishers in foreign countries, please provide a list of those publishers with your response to this solicitation.
