The National Institutes of Health (NIH), Division of Amenities and Transportation Services (DATS), Office of Research Services (ORS), intends to solicit, negotiate, and award an 8(a) Small Business contract on a competitive basis for the purpose of providing employee and patient shuttle services to support the mission of the National Institutes of Health (NIH). The employee shuttle will provide shuttle transportation for employees around the NIH Campus as well as several locations on Executive Boulevard, Rockledge Drive, Fisher’s Lane, and other satellite buildings. The patient shuttles will provide transportation to and from regional airports, hotels, medical/recreational trips and other select locations. DATS, ORS, intends to award a single, Indefinite-Delivery Indefinite Quantity, Performance-Based type contract. The anticipated performance period shall be for a basic period from June 1, 2024 through May 31, 2025 with four (4) one-year option periods. Option years will be exercised at the sole discretion of the Government. This procurement is a total 100% 8(a) Small Business competitive set-aside. All interested 8(a) vendors under NAICS 485999 are encouraged to submit a proposal. THIS IS A SYNOPSIS, NOT A REQUEST FOR PROPOSAL (RFP). THE ANTICIPATED RELEASE DATE OF RFP 75N98023R00023 WILL BE AVAILABLE ON OR ABOUT DECEMBER 2023, ON www.SAM.gov WITH A DUE DATE ON OR ABOUT JANUARY 4, 2024. Potential Offerors may ride all current shuttles on and off campus at their convenience (security procedures will apply entering campus-see http://www.nih.gov/about/visitorsecurity.htm). The solicitation and any documents related to this procurement will be available over the Internet at www.SAM.gov. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors are responsible for downloading the solicitation and amendments. It is the offeror’s responsibility to monitor www.SAM.gov for the release of the solicitation and amendments. Hard copies will be provided to individuals eligible under the American with Disability Act and Rehabilitation Act upon request.
