The Government intends to award a single firm-fixed price contract to provide mail services for the National Institues of Health (NIH). These services include receipt, inspection, sortation, preparation, and delivery of incoming U.S. Postal Services (USPS) mail to NIH activities; prepartion of outgoing mail for the USPS and other carriers (such as UPS, etc); receipt, sortation, preparation, and delivery of inter-office mail to NIH facilities; distribution of flyers, memoranda, catalogs, publications and other printed products from the NIH main mail facility to designated groups; and other incidental tasks associated with mail. The mail delivery services shall be provided to clients located in buildings on the NIH campus and leased facilities located in and around Bethesda, Gaithersburg and Rockville, MD. Mail processing and distribution is provided via a hub and spoke system. The NIH Mail Facility, located at 301 North StoneStreet Avenue (hereafter used interchangeably with NSA), Rockville, Maryland, serves as the system's hub. In order to provide the essential mail and other carrier services to the NIH research community within the required turnaround expected by NIH researchers, ORS requires contractual services to provide for the mail operations. The contractor shall deliver cost effective mail services in support of the NIH through strict performance standards.
