The response due date is NOT being extended. 9/19/2023 Amendment to correct the description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This announcement constitutes the only notice; proposals are being requested. This solicitation is issued as a request for proposal (RFP). This Solicitation is set aside for small business. The associated North American Industrial Classification System (NAICS) code for this procurement is 512191 Tele-Production and Other Postproduction Services with a business size standard of $34.5 Million. The FSC/PSC is R499. This Request for Proposals (RFP) solicits proposals to acquire support for the NLM division of Library Operations' (LO) provision and management of biomedical, public health, clinical, and consumer health information and data services to the public, with a specific focus on the collect and curate functions. The public is defined as the full range of users and potential users of the NLM, NIH, and U.S. Department of Health and Human Services (HHS) resources and services including researchers and scientists, library, and information science (LIS) professionals, clinicians, patients, students, the educational community, and the public. The NLM Board of Regents identified providing access to health information that is useful both to the public and health professionals as one of its highest priority initiatives. Providing access is part of the overall mission of NLM LO in collecting, curating, and connecting biomedical information. The purpose of this agreement is to digitally reformat audiovisual (AV) material of various film, video, and audio formats. AV formats include but are not limited to ¾" U-matic videotape, ½" VHS, ¼" Open reel audio, 1" Type C videotape, 2" Quad videotape, 16 mm film, and 35 mm film. Each AV title shall receive a Preservation, Mezzanine, and Service video files with accompanying METS XML preservation metadata. It is contemplated that a single-award indefinite delivery, indefinite quantity contract will be awarded. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-05 effective August 8, 2023, and Health and Human Services Acquisition Regulation (HHSAR) effective date February 2, 2022.
