This synopsis is for Solicitation 75N97023R00005 - Offsite Storage for Microfilm, Motion Picture Film and Magnetic Tape, in accordance with FAR Part 5.204, Pre-Solicitation Notice. The National Library of Medicine (NLM) on behalf of the National Institutes of Health (NIH) intends to solicit and award a competitive contract. The National Library of Medicine's (NLM) long term preservation goals are to place the film in carefully managed and closely monitored storage conditions that provide the ranges of temperature and relative humidity recommended for their extended term survival, protect them from exposure to airborne particulate matter and pollutants, and guarantee that copies will be available to create replacements in the event that copies stored at NLM are lost, damaged, or destroyed. Cold storage is critical for reducing the rate at which acetate motion picture film deteriorates. Cold storage also significantly reduces the rate at which color film dyes fade. The full description of the Statement of Work will be released with the official solicitation. Below is a summary of the line items: 1. Packing and moving materials, microfilm cabinets, magnetic tape containers and shelving from facility in Boyers, Pennsylvania, using refrigerated vehicles for collection materials. 2. Establishing the following vaults a. Cold vault and anteroom, with installation of shelving. b. Cool vault, with installation of shelving, microfilm cabinets and magnetic tape containers. 3. Rent a. Cold vault and anteroom b. Cool vault 4. Courier deliveries to/from the National Library of Medicine in Bethesda, Maryland. Approximately six per year. Includes: a. Pulling materials requested from the cool and cold vaults for delivery. b. Interfiling materials delivered to the facility. 5. Acetic acid testing for 10,000 motion picture films in the cold vault and 20,000 microfilm reels in the cool vault (approximately one-third of microfilm collection). 6. Vault reorganization. 7. Establishing the following vaults should the need arise. a. Isolation vault with shelving installed meeting the specifications outlined in the statement of work. Includes cost of transporting materials exhibiting vinegar syndrome. Assume 2500 film cans transported from the cold vault for the purpose of this estimate. b. Additional cool vault and shelving installed meeting specifications outlined in the statement of work. The proposed action is for 5-year IDIQ contract, with task orders for rent, deliveries and special projects outlined in the Statement of Work. The task ordering period of performance is for five years. All pickups and deliveries shall be made to/from Building 38 loading dock, National Library of Medicine, 8600 Rockville Pike, Bethesda, MD 20894 to/from contractor¿s facility. In the event of an award resulting in the transition from the incumbent contractor to a new awardee, the awardee is required to transport all Microfilm, Motion Picture Film and Magnetic Tape from the incumbent facility located in Boyers, Pennsylvania to the new contractor¿s facility. The North American Industry Classification System Code (NAICS) associated with this requirement is 493190 (Other Warehousing and Storage) and the small business size standard is $36.5 million.
