Competitive services being provided must provide multi-layer, robust service infrastructure for research and production purposes, initiating and facilitating regional collaboration and disseminating knowledge and technical expertise through outreach activities. The requirement will be awarded based upon the authority at Federal Acquisition Regulation (FAR) 12.6, Streamlined Procedures for commercial products or commercial services; and the regulations of FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services as supplemented with additional information for the following services.
