In accordance with FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, it is the intent of the National Library of Medicine on behalf of the Center for Information Technology to procure the renewal of the IBM Passport Advantage Software Subscription and Support Services to support the NIH Enterprise Directory (NED) on a sole source/non-competitive basis from International Business Machines Corporation (IBM). IBM is the original manufacturer of the IBM Passport Advantage software products. Except for third-party code licensed by IBM, title to and ownership of the native IBM Passport Advantage software source code, and all applicable rights in patents, copyrights and trade secrets in the IBM Passport Advantage software, remains exclusively with IBM. As owner of the software, IBM performs defect prevention and detection procedures on our IBM Passport Advantage software source code. Accordingly, IBM is the sole manufacturer of all IBM Passport Advantage software bug fixes and other software code maintenance updates based on changes to the IBM Passport Advantage software source code, which are currently provided as part of the IBM subscription and support services. In order to maintain continuity and uniformity in the IT environment for ease of support and maintenance purposes, it is essential to use the IBM software make and model.
