This is a notice of intent for the National Library of Medicine (NLM), to negotiate a sole source procurement with Global Life Sciences Solutions USA, LLC at 100 Results Way, Marlborough, MS 01752. This procurement is to provide AKTA Avant 25, including all accessories. The Government believes that only one source can satisfy the agency’s requirement and intends to negotiate with only one source under the authority of FAR 13.106-1(b) - Soliciting from a single source. The Government research depends on use of a high-throughput chromatography system that keeps the samples cool both while loading and during fractionation. The following considerations have been made: The Äkta Avant is currently the ONLY chromatography system on the market with built-in sample refrigeration. The only competitor (BioRad NGC Discover 100 Pro) does not offer a built-in system. The Äkta Avant is currently the ONLY chromatography system that can simultaneously hold up to 576 fractions. The only competitor (BioRad NGC Discover 100 Pro) holds only 384. The Äkta Avant is currently the ONLY chromatography system with 7 sample inlets, which allows for easy loading of cooled large-volume samples. The only competitor (BioRad NGC Discover 100 Pro) has only one sample inlet. Responses to this posting must be submitted via NLM's Electronic Contract Proposal Submission (eCPS) system at https://ecps.nih.gov/ , no later than 12:00 p.m., (Eastern-Daylight Savings Time), March 4, 2020. To submit your electronic proposal using eCPS, all offerors must have a valid NIH External Directory Account, which provides authentication and serves as a vehicle for secure transmission of documents and communication with the NLM. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. Firms interested in responding to this notice must be able to provide the products and services required by NLM. The offeror shall include all information necessary to document and/or supports the qualification criteria in one clearly marked section of its proposal. All responses from responsible sources will be considered.
