This Presolicitation is for Intent to Sole Source for the MiSeq and NextSeq Service Agreement for the MiSeq and NextSeq Sequencing Instrument provided by NGS from Illumnia Inc. for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. The National Institute of Environmental Health Sciences (NIEHS) intends to award a Purchase Order to Illumnia Inc., 5200 Illumnia Way, San Diego, CA, 92122-4616, for the MiSeq and NextSeq Service Agreement for the MiSeq and NextSeq Sequencing Instrument provided by NGS from Illumnia, Inc., which are installed at NIEHS, Research Triangle Park campus. The provided supplies and services are proprietary, and the services will be provided for the period of August 30, 2022 through August 29, 2023. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219, with a small business size standard of $22.0 million dollars. NO SOLICITATION OR REQUEST FOR QUOTATION (RFQ) IS AVAILABLE. It has been determined that Illumnia Inc. is the only known responsible source capable of providing the required services for the Maintenance of the MiSeq and NextSeq Sequencing Instrument provided by NGS and no other services will satisfy the agency’s requirement. The purpose of this Purchase Order is for maintenance service by the Illumnia Inc. at NIEHS, RTP, NC. This Notice is not a solicitation or request for quotations. Notwithstanding, if any firm believes it is capable of meeting NIEHS’ requirement, as stated herein, they may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be via e-mail to Brian Moyer at moyer@niehs.nih.gov and are due no later than June 7, 2022 at 5:00 EST. A determination by the Government not to compete this requirement based upon responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
