This Presolicitation is for Intent to Sole Source for Service Maintenance for the FACSAria II Special from Becton Dickinson Biosciences for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. The National Institute of Environmental Health Sciences (NIEHS) intends to award a Purchase Order to Becton Dickinson Biosciences, 2350 Qume Drive, San Jose, CA, 95131, for Maintenance to the Becton Dickinson FACSAria II instruments, which are installed at NIEHS, Research Triangle Park campus. The provided supplies and services are proprietary, and the services will be provided for the period of January 1, 2021 through December 31, 2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219, with a small business size standard of $22.0 million dollars. NO SOLICITATION OR REQUEST FOR QUOTATION (RFQ) IS AVAILABLE. It has been determined that Becton Dickinson Biosciences is the only known responsible source capable of providing the required services for the FACSAria II instruments and no other services will satisfy the agency’s requirement. The purpose of this Purchase Order is for maintenance service to the Becton Dickinson Biosciences installed at NIEHS, RTP, NC. A determination by the Government not to compete this requirement based upon responses to this notice is solely with the discretion of the Government.
