This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 541380, with a small business size standard of $16.5 Million. The National Institute of Environmental Health Sciences (NIEHS) Division of the National Toxicology Program (DNTP) is seeking a service to explore effects of environmental compounds with unknown developmental neurotoxicity potential in the zebrafish model of neurobehavior and developmental toxicity using zebrafish larvae to be performed under Good Laboratory Practices. The DNTP also requires an estimation of internal concentrations of these compounds. The studies will include an evaluation of internal concentrations of parent compounds and/or major metabolites (s). The anticipated contract type is a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with fixed priced task orders. The contractor shall be paid by the Government in an amount not less than a total of $5,000.00. The maximum dollar amount that may potentially be awarded over the five (5) year duration of the contract is $1,000,000.00.

REQUEST FOR INFORMATION “NIEHS Division of the National Toxicology Program Zebrafish Services This exchange is being issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e) as a Request for Information (RFI). The purpose of this RFI is for the National Institute of Environmental Health Sciences (NIEHS) to gain both subject-matter knowledge and industry feedback concerning the subject requirement. This RFI may also be used to identify qualified and interested business concerns. This exchange is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this exchange is to obtain information regarding: (1) the availability and capability of qualified business sources, (2) socioeconomic status of those qualified business sources, and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the subject effort. Responses to this request will assist NIEHS in determining the appropriate acquisition strategy and method, including whether a socioeconomic based set-aside is optimal. BACKGROUND: The Division of the National Toxicology Program (DNTP) is part of an interagency program whose mission is to evaluate agents of public health concern by developing and applying tools of modern toxicology and molecular biology. The program maintains an objective, science-based approach in dealing with critical issues in toxicology and is committed to using the best science available to prioritize, design, conduct, and interpret its studies. To that end, NTP is continually evolving to remain at the cutting edge of scientific research and to develop, validate and apply new technologies. II. REQUIREMENT DESCRIPTION: Scope. The DNTP is exploring effects of toxicants during neurodevelopmental stages that may be uniquely sensitive to environmental insults. This potential window of sensitivity is due in part to the enormous changes in key neurodevelopmental processes of proliferation, migration, apoptosis, and neural network maturation. As a consequence, the DNTP has a requirement to investigate the sensitivity to environmental chemicals in a battery of assays that cover key neurodevelopmental events. Requirements. The technical requirements anticipated for this effort are as follows: The screening of potential developmental neurotoxicants in the Zebrafish model offers many practical advantages, including rapid external development, ease of maintenance, high fecundity, transparent embryos, and homology to mammals. It is one of the few models that allow assessing changes in behavior of an organism as a result of a toxic insult and therefore may provide insight on neurodevelopmental disorders in humans. DNTP requires a high throughput zebrafish assay for evaluation of developmental neurotoxicity (DNT) to allow for the batch screening of compounds (e.g. 50-100) evaluated, that might be used to prioritize compounds for in vivo neurotoxicity testing. Special emphasis is placed on an assay system that has been previously validated and tested in at least 100 environmental compounds with unknown DNT potential. The laboratory should have also demonstrated proficiency with reporting out large sets of data (>100 compounds). The NTP envisions the use of an assay that is widely accepted globally based on 1) biological plausibility, 2) implementation of the assay for regulatory purposes, and 3) scalability for and demonstration of high throughput screening. Qualifications and Capabilities. The DNTP requires the support of a qualified procurement source that provides zebrafish-based services in the preclinical area, mainly toxicology, as well as safety and efficacy. It offers a marked improvement in the success rate of identifying environmental chemicals with target-organ toxicity through its own quick, efficient and reliable screening system, thereby providing substantially more / better early prioritization of chemicals through early detection of adverse effects in a GLP-setting. A qualified procurement source should possess the ability to conduct zebrafish testing in a GLP- environment and use automation to ensure a high degree of sensitivity, specificity and reproducibility. Additionally, a qualified procurement source should possess the ability to evaluate internal concentrations and multiplex a number of assays for future potential expansion to other target organs should the DNTP have need. Qualified procurement source should also possess the following capabilities: Produce a concentration response curve suitable for defining the potency and efficacy of a response, which has been demonstrated to be both reliable and relevant. Produce data that shows the activity of a compound on a molecular initiating event or key event within a developmental neurotoxicity adverse outcome pathway. Provide information (i.e., expert knowledge) on the best molecular or cellular targets that accurately characterize the activity of a compound within a specific pathway resulting in an adverse developmental neurotoxic outcome. Provide information (i.e., expert knowledge) on assays, technologies, or methods that will aid in identifying developmentally neurotoxic compounds, which are activated or deactivated by metabolic activity. Period of Performance. Anticipated procurement date December 2020 with an estimated base period of one year and two option year periods. III.
