This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 541380, with a small business size standard of $16.5 Million. The National Institute of Environmental Health Sciences (NIEHS) Division of the National Toxicology Program (DNTP) is seeking a service to evaluate the neurodevelopmental effects of 115 environmental compounds using two (2) neurodevelopmental endpoints in the human neural crest cell (NCC) migration assay: 1) NCC migration; 2) Viability of migrating NCCs.
