This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) – Soliciting from a Single Source. The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a sole source purchase order to Government Scientific Source, Inc., 12351 Sunrise Valley Dr, Reston, VA 20191-3415 for Bruker timsTOF Pro Mass Spectrometer. Planned and anticipated metabolomics and metabolite quantification work at the NIEHS will require both the identification and quantitation of molecular weight molecules including metabolites, natural compounds, drugs, and environmental chemicals. These samples will require analyses using high-resolution, high mass accuracy, ion mobility separation, and fast scan times. The timsTOF Pro Mass Spectrometer is required to achieve and optimally leverage the required levels of functionality and analyses. The Bruker timsTOF Pro Mass Spectrometer allows for a mass range of 20 – 40,000 m/z and a linear dynamic range of detection of at least 4 orders of magnitude, a resolution of > 40,000, and use of the Parallel Accumulation Serial Fragmentation (PASEF) acquisition method to provide extremely high speed and sensitivity. Government Scientific Source, Inc. is the sole authorized US distributor for the Bruker timsTOF Pro Mass Spectrometer. The applicable North American Industry Classification System (NAICS) code for this acquisition is 334516 Analytical Laboratory Instrument Manufacturing and a size standard of 1000 employees. NIEHS will solicit and negotiate directly with Government Scientific Source, Inc. and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. All interested parties must express their interest and capabilities in writing via email to mcewenem@niehs.nih.gov within three (3) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within three (3) days, an award will be made to Government Scientific Source, Inc.
