The Data COUNTS™ (Collect Data Once, Use Numerous Times)
This is a Request for Information (RFI) for planning purposes only, not a solicitation, and the government will not pay for responses. NIH seeks input on technologies supporting the Data COUNTS program, which aims to enable approved, standardized extraction of real-world data from healthcare partner EMRs and other source systems while preserving provenance and metadata. The desired solution includes durable leave-behind technology, deep query extraction, automated data quality checks, HIPAA-compliant de-identification, privacy-preserving record linkage tokenization, audit logging, and robust security and encryption. Respondents should describe which capabilities they can meet, whether features are commercial off-the-shelf, minor modifications, or custom development, along with billing and pricing models, relevant experience, and business size and status. Responses are for market research only and may inform a future solicitation.
