THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), National Institute on Aging (NIA) intends to intends to solicit by a request for quotation from Emory University – Clinical Biomarkers Lab for award on or around September 24, 2025. The purpose of this purchase order will be to provide the National Institute on Aging (NIA) with metabolomics analysis. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 621511 – Medical Laboratories with a Size Standard of $41.5M. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the current Federal Acquisition Circular (FAC). STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures. Contracts awarded using FAR Part 13—Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single Source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). DESCRIPTION OF REQUIREMENT Purpose and Objectives The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute on Agign (NIA), has a requirement for metabolomics analysis. This project requires an exhaustive metabolite profile of longitudinally collected serum samples obtained from mice enrollled in longitudinal aging studies over several years. Due to the limited volume that is able to be collected in these longitudinal studies only 15uL of serum is available for this analysis. This analysis will include generating a relative concentration profile of all structurally named small molecule entities, which can include both endogenous compounds, xenobiotics, and their metabolites, extracted from the samples and detected by and established mass spec based metabolomics platform and the statistical analysis of the resulting data, which typically consists of univariate significance tests (ttests, ANOVA, repeated measures analysis, etc.). Background and Objectives: The National Institute on Aging (NIA) Experimental Gerontology Section (EGS) is conducting longitudinal studies of aging in mice to identify biomarkers that could serve as predictive factors for disease initiation and increased mortality risk. Assessment of the metabolites profiles will allow NIA to identify the biochemical and metabolic pathways are influenced by aging in serum. A better understanding of such biochemical changes, will allow NIA to develop ad hoc drug or lifestyle intervention aimed at delaying age-related physiological decline. Project Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by theGovernment as needed. The main objective of the requirement is: A relative concentration profile of all structurally named small molecule entities, which can include both endogenous compounds, xenobiotics, and their metabolites, extracted from the samples and detected by an established mass spec based metabolomics platform. A statistical analysis of the resulting data, which typically consists of univariate significance tests (tests,ANOVA, repeated measures analysis, etc.). Anticipated Period of Performance: It is estimated that the result of the study will be completed 8 – 12 weeks from receipt of samples, provided that there are no discrepancies between the samples received and the electronic manifest. Capability Statement/information sought: Small business concerns that believe they possess the capabilities to provide the required services should submit documentation of their ability to meet each of the project requirements to the Contracting Officer.The capability statement must specifically address each of the project requirements separately.Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program.
