(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95024R00120 and the solicitation is issued as a request for quotation (RFP). The anticipated award date is June 30, 2024. Please note this requirement was previously solicited under CSS number 75N95024R00079 and 75N95024R00092 (with an edit to the SOW and previously set aside) but is now being resolicited under this new CSS as full and open competition (75N95024R00120). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; and FAR Part 12—Acquisition of Commercial Items and the value is expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-04, with effective date 06/02/2023. (iv) The associated NAICS code is 811210 – Electronic and Precision Equipment Repair and Maintenance. This requirement shall be solicited using full and open competitive procedures. (v) The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people’s health and save lives. NCATS is one of 27 Institutes and Centers at the NIH and its mission is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. UPS/Power/Battery Services are required to maintain critical power infrastructure support to the NCATS 9800 facility. These systems fully support all of the day to day power requirements for the labs, the robotics, the servers, and the administrative areas. Failure to any one of these systems would be devastating to the ongoing research in this facility. (vi) The Statement of Work with a description of all services to be acquired is included as an attachment to this Solicitation. The procurement is to purchase an Liebert UPS/Power/Battery Services required to maintain critical power infrastructure support to the NCATS 9800 facility. To fulfill the NCATS requirement, the services required are as follows: Inspection, preventative maintenance and service coverage required to maintain critical power infrastructure support to the NCATS 9800 facility for UPS/Power/Battery systems at NCATS 9800 Medical Center Dr. Rockville MD 20850 Perform operational inspection of unit to confirm proper operation in all modes: Cooling Reheat Dehumidification Humidification Alarms and indicating lamps Econo-cool Hot gas bypass Inspect air filters and change Inspect fan belts and change or adjust as needed Lubricate motor bearings at required intervals per manufacturer's specifications Inspect humidifier: Inspect Quartz lamps Clean pan Inspect water level and adjust Inspect water flow and adjust Inspect humidifier water filter Inspect semi-hermetic compressor oil levels Inspect and confirm proper compressor operation: Temperatures Pressures Amperage Voltage (Power) Voltage (Control) Sound levels and unusual noises Inspect refrigerant sight glass: Low charge Moisture indication Inspect evaporator coil Inspect evaporator fans and motor for proper operation Check supply and return air temperatures Check condenser water leaving and entering temperatures Check all control set points and adjust as required Perform electrical/ microprocessor testing and diagnostics Inspect all electrical controls for: Visual damage Chattering Loose connections Pitting and heat damage Tighten all electrical connections Clean condensate pans and pump basins as required by visual inspection Clean condensate drains as needed Inspect air-cooled condenser/drycooler fans Inspect condenser/drycooler coils and clean as needed (once per year) Inspect pump packages and expansion tanks Change system sequence switches to equalize run times Check and adjust, as applicable, hot gas bypass Test glycol freeze protection and clarity (once per year) Inspect water/glycol cooled condenser end bells for leaks, re-torque bolts (once per year) Inspect water regulating valve bellows for leaks and correct Proide copy of work order(s) with customer and discuss any necessary follow-ups or recommendations Additional requirements: Four (4) hour emergency service response Two (2) service technicians on twenty-four (24) hour emergency service call Factory trained service technicians Annual condenser coil cleaning Humidifier cleaning General maintenance and cleaning materials Systems: (SEE ATTACHED CSS AND SOW FOR TABLE OF SYSTEM MAKE/MODEL/SERIAL/TAG/ROOM/NOTES) (vii) Period of performance will be a Base Year and Four (4) Option Years (viii) The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), applies to this acquisition.
