This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement, to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Small businesses are encouraged to respond. PURPOSE: The National Institute of Neurological Disorders and Stroke (NINDS) is interested in identifying sources with the requisite capabilities and qualifications to provide chemistry software to support the National Institute of Neurological Disorders and Stroke (NINDS) Preclinical Screening Platform for Pain (PSPP) and Epilepsy Therapy Screening Program (ETSP) programs. The software will help in drawing, storing, and searching the chemical structures of small or large compounds. The chemistry software will also support searches of the structures on the Public Access to Neuroactive & Anticonvulsant Chemical Evaluations (PANAChE) database. The NINDS envisions awarding a contract to support the PSPP and ETSP programs by providing software that can draw, store, and search the chemical structures of small or large compounds and search the structures on the Public Access to Neuroactive & Anticonvulsant Chemical Evaluations (PANAChE) database. This contract will also require compliance with all NIH information technology (IT) security requirements and ongoing support as NIH systems are updated or requirements change. BACKGROUND: The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting, and making medical discoveries that improve people’s health and save lives. The PSPP program is an efficient, rigorous, one-stop screening resource to accelerate discovery of effective, non-addictive, non-opioid pain therapies. The program offers testing including an assessment of in vitro and pharmacokinetic profiles, side effect profiles, abuse liability, and efficacy in models relevant to human pain conditions, https://pspp.ninds.nih.gov/ . The ETSP facilitates the discovery of new therapeutic agents that address the unmet medical needs in epilepsy. The program provides opportunities for researchers from academia and industry in the U.S. and abroad to submit compounds for screening in a battery of rodent epilepsy and seizure models. These tests are performed at a contract facility based at the University of Utah on a blinded and confidential basis and at no cost to the ETSP participants. The NINDS ETSP staff reports test results to participants and provides advice on next steps for promising compounds. Since its establishment in 1975, the program has made important contributions to the development of several FDA-approved drugs for epilepsy, including felbamate (Felbatol), topirimate (Topamax), lacosamide (Vimpat), retigabine (Potiga), cannabidiol (Epidiolex) and cenobamate (Xcopri), https://www.ninds.nih.gov/current-research/focus-disorders/epilepsy-research/epilepsy-therapy-screening-program-etsp . This chemistry software is vital for the continuous operation of the ETSP and PSPP web-based applications including those which are offered to the public by the NINDS ETSP and PSPP programs. PROJECT REQUIREMENTS: With consideration to the above, the NINDS is requesting the following specific information in support of this program. Absorption, distribution, metabolism, excretion-toxicity Demonstrate the ability to provide software that meets the following software requirements: Provide chemistry software web interface to draw chemistry structures, template based and please specify the underline tool used to develop. Chemistry software web interface (Draw / View / Search / Update/ Export / Import structures) should provide support to be integrated with ASP.NET MVC5 web applications. Chemistry software web interface (Draw / View / Search / Update/ Export / Import structures) should provide support to be integrated with ASP.NET Core web applications. Provide chemistry software interface (Draw / View / Search / Update/ Export / Import structures) to the legacy desktop application which are running .NET framework 4. Chemistry software must be compatible with windows standard operating systems. Chemistry software should provide following features Conversion from structure to Image. Check given structure for errors if any. Web Interface must be able to upload and represent chemical structures from various data types including but not limited to SMILES strings, InChI strings, MRV, SD files, and Mol files, among others. The web interface must display stereoselective features of chemical structures, such as chiral centers and stereoisomers. Must offer structure-based searching capacity, including the ability to search and easily sort by substructure and structural similarities. export structure to Excel. Provide technical documentation with examples. Chemistry software should support Microsoft SQL Server 2019, 2022 database and any subsequent latest releases. Chemistry software should provide user friendly API (Application Program Interface)s for the above chemistry functionality. Software, including all data needs to operate independently and housed within NIH firewall to draw / import / export structure and used to calculate various chemistry data points. Prompt customer support must be available on need basis when issue occurs, and resolution will be available on a reasonably negotiated time frame required by NINDS. software must be compliant with section 508. Chemistry software should provide “logging” (errors, information and so on). Provide list of libraries needed to run the chemistry software without installation (No chemistry software product installation of Staging and Production Servers). Demonstrate that the software has been successfully installed and operational in the other NIH ICs or similar federal agencies. Demonstrate the ability to provide maintenance and support services, such as technical consultation services that may be required to support specific user issue or unmet needs; updates to latest software features and abilities; ensure software functions within the boundaries and restrictions of NINDS IT Security changes; ensure software functions after any operating system updates and/or if there are issues with the chemistry software after operating system or any other software updates, technical support must trouble shoot and resolve the issue. CAPABILITY STATEMENT: Companies that believe they possess the capabilities to provide the required products or services should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Capability statements must also include the Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of Contact Information. The response must include the respondents’ technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2” x 11” paper size, with 1” top, bottom, left and right margins, and with single or double spacing. The information submitted must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.
