This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95024Q00497-RFQ and the solicitation is issued as a request for quotation (RFQ). The anticipated award date is September 20, 2024. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5—Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a firm fixed price contract without providing for full and open competition (including brand-name) to Verily Life Sciences LLC 269 E.Grand Ave South San Francisco USA for the Verily Workbench License Data Sharing Platform This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). (v) This acquisition is necessary to provide data sharing platform to the Center for Alzheimer’s Disease and Related Dementias (CARD) to facilitate data sharing, analysis, and continuity of ongoing research projects with external collaborators. (vi) Background Information and Objective: CARD is collaborating with many world-wide research institutions on projects related to Alzheimer’s Disease and Related Dementias. There is still much to learn about genetic risk factors in ADRD and the path to further understanding requires working collaboratively and openly sharing data, processes, and results. This resource will substantially accelerate the pace of mechanistic discovery regarding how ADRD mutations cause disease. Verily Workbench License Fee for External Collaboration and Data Delivery Use Salient Characteristics: All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. Vendor must be able to provide these specifications: Platform must provide implementation services including platform deployment, data integration, and initial user onboarding. Platform must provide workbench license for external collaboration and data delivery use. Platform must provide access to Verily-managed GCP-backed multi-tenant Verily Workbench. Platform must provide unlimited external use for CARD data only. Platform must provide support for external use cases and collaboration needs, including external collaborator onboarding. Platform must provide ongoing product updates for external and internal use. Platform must provide internal publication support, and internal research initiatives. Platform must provide use with internal CARD data and other data CARD is authorized to access Platform must provide a library of multimodal data on neurodegenerative disease Platform must provide data governance controls, including the ability for data owners to define multiple data collections, to define auto-enforced collection-specific policies, and to track access to data and data derivatives. Platform must provide scalable biomedical research applications, including built-in tools and the ability to easily configure custom tools. Platform must provide infrastructure flexibility, including support for multiple control & analysis planes across multiple cloud platforms. (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is 1 month after receipt of order (ARO). Period of Performance: One Year Base. Two 12-Month Option Years. Manufacturer warranty for one calendar year beginning date of receipt.
