The National Institute on Drug Abuse (NIDA) Office of Acquisition (OA), on behalf of the National Institute on Mental Health (NIMH), intends to recompete requirements that have been fulfilled under the 8(a) Program and are currently performed by The Bizzell Group. This requirement will be procured using full and open competition procedures under FAR Part 15. This requirement will be competed under the 8(a) Program and follow procedures per FAR Part 19. The NAICS code for this requirement is 541611. It is anticipated that a single award cost-reimbursement contract will be awarded for a five (5) year period of performance beginning on or about November 2023. The Government does not intend to use policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for these services. However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government’s requirement with a commercial item within fifteen (15) days of this notice. The solicitation is expected to be released on or about September 2023 and will be available electronically at sam.gov. All information required for the submission of a proposal will be contained in or accessible through the solicitation. The solicitation will also provide instructions for the submission of any questions. Responses to the solicitation will be due thirty (30) days from the release date. All responsible sources may submit a proposal, which will be considered by the agency. This notice does not commit the Government to award a contract. No facsimile transmissions will be accepted.

The North American Industrial Classification System (NAICS) code applicable to this requirement is 541611. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether an 8(a) set-aside is possible. An organization that is not considered an 8(a) small business under the applicable NAICS code should not submit a response to this notice. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Purpose: The National Institute on Drug Abuse (NIDA) Office of Acquisition (OA), on behalf of the National Institute on Mental Health (NIMH), plans to solicit proposals from 8(a) small businesses having the in-house capability to perform a wide range of conference/meeting related support services for the entire NIMH. The contractor shall, independently and not as an agent of the Government, furnish all necessary services, qualified personnel, materials, equipment, and facilities not otherwise provided by the Government to provide logistical support services for meetings and conferences on a scheduled basis and as needed for the NIMH. The contractor must be able to provide recurring services for meetings and conferences that vary in size and complexity. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program such as any questions regarding the Draft SOW. Capability statements must also include the Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of Contact Information. The response must include the respondents’ technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having the authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive.
