The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources; whether they are small businesses or other than small businesses. For equipment/supply requirements, responses must include the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture). For equipment/supply requirements, small businesses must also address the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer Rule). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement, to determine the method of acquisition, and availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Small businesses are encouraged to respond. Background: The camera required will be used for image and data acquisition. This camera model has the specifications required to achieve functionality and compatibility with other microscope system components, including optics, mechanical interfaces, data communications and data acquisition, processing and storage. Several essential biological processes require complex molecular interactions which can involve multiple protein, RNA, and/or DNA components. Single molecule techniques can provide unique insights into these complex processes. Observation of individual macromolecular complexes throughout the course of their reaction can provide detailed information about assembly order, reaction kinetics, and signaling pathways. TIRF microscopy relies on the generation of an exponentially decaying evanescent wave, typically smaller than 100 nm in depth, by total internal reflection to selectively excite fluorescent molecules adjacent to the surface of a transparent substrate. Changes in the fluorescent signal properties can be used to measure molecular distances or report on conformational dynamics and structure. It is also possible to track each fluorophore individually and study the colocalization of single molecules to detect biomolecular interactions. An advantage of TIRF microscopy is the ability to characterize complex cellular processes in which many different biomolecules participate in the reaction. For this reason, TIRF -capable microscope systems are well suited for determining the composition, stoichiometry and kinetics of essential cellular processes. This camera will be part of a system used for a microscopy modality capable of resolving the individual components of G-protein coupled receptor complexes expressed in living cells down to the molecular level. In several research programs conducted at NIDA IRP, this capability will make possible to empirically test models of G-protein coupled receptor complex arrangements, and their response to novel pharmacological tools currently being developed. The cellular receptors complexes that will be studied with this instrument include those activated by opioids, such as morphine, fentanyl, and oxycodone, as well as those receptor complexes altered by the acute or chronic presence of cocaine, amphetamines, or MDMA. Project Requirements: A Capable Offeror must demonstrate its ability to provide the following brand name or equal items to the Government: A High-performance scientific Complementary Metal–Oxide–Semiconductor (sCMOS) digital camera intended to be part of a TIRF microscope system. The TIRF -capable microscope system on this project is an instrument specifically designed for single molecule spectroscopy in biological systems. This system allows for finding, describing and characterizing molecular complexes labeled with fluorescent tags with a spatial resolution able to resolve individual molecules, while keeping temporal resolution on a range that allows the study of the dynamics relevant for biological events at the molecular level. This instrument makes possible to determine very specific details about the composition, structure and interactions of a macromolecular complex, which in the case of the project, will be used for the study of G-protein coupled receptor complexes found in biological systems. Capable Offerors must demonstrate their ability to provide a solution with the following Brand Name or Equal characteristics for the following item, manufactured by Hamamatsu Corporation: ORCA-Fusion BT Digital CMOS Camera Kit. All of these characteristics meet the minimum required specifications for its intended use. Other important considerations: In case domestic sources are available and capable of fulfilling the Government’s need, and a future solicitation is published, the Government will use evaluation preferences in accordance with FAR 25. Capability statement /information sought. Companies that believe they possess the capabilities to provide the required products should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Capability statements must also include the Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of Contact Information. The response must include the respondents’ technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. For equipment/supply requirements, responses must include the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture). For equipment/supply requirements, small businesses must also address the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer Rule). Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive.
