The National Institute on Drug Abuse Office of Acquisition hereby gives notice of its intent to issue a Purchase Order on a sole source basis to Magstim Inc.; 17200 Medina Rd. STE 800 Plymouth, MN 55447 USA pursuant to FAR 13.106-1(b), Soliciting from a single source. The North American Industry Classification System (NAICS) code is 334510– Electromedical and Electrotherapeutic Apparatus Manufacturing, with a size standard of 1250 employees. The Government anticipates the award of a Firm Fixed-Price (FFP) Purchase Order for this requirement. The Section on Development and Affective Neuroscience (SDAN) is undertaking a new study examining the neural signatures that predict future anxiety among 7- to 12-year-old children across EEG, MEG, and fMRI neuroimaging approaches. The Center’s existing EEG nets are too large for this age range and will be too loose to adequately record EEG. Therefore, these new six nets are needed because they will fit the head sizes of participants ages 7 to 12 years. Generic Name of Product: The EEG nets are HydroCel Geodesic Sensor Nets Quantity and other considerations: Purchase of six EEG nets (one of size 47-51 cm, two of size 51-54 cm, two of size 54-56 cm, and one of size 56-58 cm). For each net, we are purchasing two additional years of warranty coverage, for a total of three years of warranty coverage. Delivery Date: Thirty days after the award of the contract. Justification: The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, magstim is the only manufacturer of EEG nets compatible with the NIH's Multimodal Neuroimaging’s EEG system for use in the MEG scanner. The EEG nets must be compatible with the EEG amplifier and software located in the NIH Center for Multimodal Neuroimaging, which are made by magstim. This notice of intent is not a request for competitive quotes. Interested persons may disclose their interest and capability to meet the requirement or submit a quote to the Contracting Specialist, JW Terry, at jw.terry@nih.gov. Information received in response to this notice will be considered solely to determine whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would benefit the Government. In doing so, interested sources must submit technical capabilities and other information demonstrating their ability to meet the Government's needs. Currently, no solicitation document is available, and telephone requests will not be honored. No contract will be awarded based on quotes received in response to this notice. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
