The National Institute on Drug Abuse (NIDA) plans to solicit proposals under total small business set-aside procedures from qualified small business organizations having the capability to provide services to NIA involving data coordination and systems management. With the ability to strengthen, enhance, and expand the capabilities of the Biobank into new areas aligned with advances in data sharing and data science that may include indexing phenotypic data, storing, querying, and sharing data with higher complexity or digital images through transfer or visualization, the project requires the following tasks: (1)Planning and logistics ; (2)Receive and test the validity of electronic databases; (3)Assure data integrity while acquiring date or making large biorepository data migration; (4)Curate data; (5)Carry out activities to support cross-listing of samples inventory; (6)Provide guidance to investigator(s) transferring their data; (7)Demonstrate complete domain/experience in using/working with the biological SpecimensInventory System (BSI-II) software; (8)Review current website content, components, and features, propose enhancements, and updatethe website; (9)Maintain a searchable, up-to-date central inventory of data; (10)Support the data repository; and (11)Provide inventory reporting structures for individual studies. This is a re-competition to Contract Number HHSN271201800021C titled “NIA Central Biorepository - Data Coordination and Systems Management.” NIDA anticipates the award of a single cost plus fixed fee contract for a period of performance of one base year plus four option years. NOTICE RFP No. 75N95022R00092RFPNT will be available electronically on or about 15 days from the date of this posting. You can access the RFP through the sam.gov. All information required for the submission of a proposal will be contained in or accessible through the RFP package. Responses to the RFP will be due 30 days from the release date. NIDA anticipates an award on or before August 30, 2023. NIDA will only consider proposals submitted by responsible offerors who are small businesses under NAICS 541715. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons or organizations may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. This advertisement does not commit the Government to award a contract.
