The D... Description This procurement is a 100% Small Business Set-Aside. The National Institute on Drug Abuse (NIDA) intends to solicit proposals from qualified Small Businesses under NAICS Code 541715. The Division of Intramural Research (DIR) is the intramural research program of the National Institute on Drug Abuse (NIDA). The DIR’s mission is to conduct a coordinated, multidisciplinary program of research to improve its understanding of the causes and consequences of drug abuse, and to develop more effective treatment and prevention programs. Research using animals is an important part of this program. Such research involves: • studies of the expression of genes in rodent animal models • investigations of the distribution and function of neurotransmitters and their receptors • studies of genetic variability in responses to drugs • studies of the effects of drugs on behavior and at the cellular level • studies of the toxicity of drugs • evaluations of drugs as potential therapeutic agents • studies on how drugs affect neural pathways using genetic and molecular biology methods The project provides labor services and management for the provision of prompt, efficient, and high-quality animal care including animal husbandry, clinical care, procurement of animals, and procurement of animal care supplies, data management, rodent breeding production, and support of internal customer services necessary to operate the animal research program. This is a follow-on procurement to contract number HHSN271201700050C with Scitech Services, Inc. It is estimated that a cost reimbursement contract will result from this procurement with a possible total of up to 5-year contract period. The RFP will be available electronically on or about July 1, 2022. You can access the RFP through the SAM.gov. All information required for the submission of a proposal will be contained in or accessible through the RFP package. Responses to the RFP will be due 30 days from the release date. NIDA anticipates an August 2022 award date. NIDA will consider proposals submitted by any responsible offeror. This advertisement does not commit the Government to award a contract. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
