This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00481 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated award date is on or around August 31, 2022. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-07 dated August 10, 2022. (iv) This acquisition is full and open with no set-aside restrictions. The associated NAICS code is 325414 and the small business size standard is 1,250 employees. DESCRIPTION (v) This brand-name or equal acquisition is for forty-four (44) bioactive compounds for replenishment and expansion of the Mechanism Interrogation Plate (MIPE) screening library for the NCATS. The purchase description with the salient characteristics the brand-name or equal items must meet is included as Attachment 1 to this Solicitation. (vi) The place of delivery and acceptance shall be: The National Center for Advancing Translational Sciences (NCATS) 9800 Medical Center Drive Rockville, MD 20850 Delivery shall be within fifty (50) days after receipt of order (ARO). Delivery will be f.o.b. destination, and the quotation’s total price must include all shipping and handling costs. (viii) The Government will perform a comparative evaluation of responses in accordance with FAR 13.106-2(b)(3) and award a purchase order from this solicitation to the responsible offeror whose response meets the solicitation’s requirements and, as a whole, will be most advantageous to the Government, price and other factors considered. The evaluation will compare: Technical Capability of the service to meet the Government requirement, Price, and Past Performance as defined under FAR 13.106-2(b)(3). If only one quotation is received it will be evaluated on the preceding.
