This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement, to determine the method of acquisition, and availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Small businesses are encouraged to respond. Background The Division of Preclinical Innovation (DPI) at the National Center for Advancing Translational Sciences (NCATS) provides analytical chemistry services involving the isolation, purification, identification, and analysis of therapeutic modalities for targeted disease states. This involves the utilization of LCMS analysis throughout all stages of the workflow for reaction monitoring, identity verification, and purity analysis of the desired compounds. Purpose and Objectives The purpose of this potential acquisition is to obtain a brand name or equal SPT Labtech Lab2Lab Sender; a pneumatic tube submission device. The NCATS utilizes the SPT Labtech Pneumatic Sample Transport System to send 2D-barcoded minitubes between labs, storage systems, and analytical instrumentation. A pneumatic tube submission device is potentially needed for the transport from an additional lab. Project Requirements 1. One (1) brand name or equal SPT Labtech Lab2Lab Sender 2. Software necessary for operation of the additional Sender 3. One (1) 2.2M Transport Tube Kit 4. Installation and testing of Sender Salient Characteristics 1. The brand name or equal pneumatic tube submission device must be compatible with the SPT Labtech Lab2Lab pneumatic tube transfer system and operate seamlessly with the transfer system and the Lab2Lab Director software. 2. The brand name or equal pneumatic tube submission device must not invalidate the manufacturer’s warranty of the SPT Labtech Pneumatic Sample Transport System. 3. The brand name or equal pneumatic tube submission device must be able to accommodate SPT Labtech’s specially designed 2d-barcoded vials. Contract Type and Anticipated Delivery Date The Government anticipates making one (1) award with a delivery date by the end of August 2022. Required Information Responses must include information about the respondent’s current capability and capacity to deliver the brand name or equal equipment. If subcontracting is anticipated, responses should note the extent of subcontracting anticipated. Responses must also include – (1) UEI (Unique Entity Identifier) (2) organization name (3) organization address (4) point of contact (5) point of contact title, address, telephone, and email address (6) size and type of business (e.g., 8(a), HUBZone, etc.) pursuant the applicable NAICS code (7) place of manufacture (i.e. country) Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. Responses must be received on or before 9:00am Eastern Time on Monday, July 18, 2022. After a review of the responses received, a presolicitation synopsis and solicitation may be published in SAM.gov.
