This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00354 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-07, with effective date 08/10/2022. (iv) The associated NAICS code 335311 and the small business size standard is 750. This requirement is a small business set aside. (v) This requirement is for the following items/services: The purpose of this requirement is to replace the Vycon flywheel power storage unit currently installed on the Eaton 9390 uninterruptable power system (UPS) in the Baltimore Research Center (Room 01B118) with a VRLA (valve-regulated lead-acid) battery power storage unit. (vi) Generic name of product: VRLA battery module for three-phase 480 V 125 kVA UPS Purchase Description: Please see attachment titled “Purchase Description_75N95022Q00354” for a description of this purchase and the project requirements including a list of features and functional specifications (salient characteristics) essential to the program’s requirement. (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance [see FAR 13.106-2(b)(3)]. Technical and past performance, when combined, are (1) significantly more important than cost or price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition; and (4) availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. This notice is strictly for research and information purposes only. Background: MRI scanners and NMR spectrometers require clean, stable and reliable electrical power not only to generate useful data but also to protect sensitive electronic components from damage and, in the case of instruments with cryo-refrigerated magnets, to prevent the magnet from rapidly losing liquid helium and quenching. To satisfy this requirement for the National Institute on Aging (NIA) Intramural Research Program’s (IRP) three pre-clinical MR instruments, a 125 kVA Eaton PowerWare 9390 UPS was installed in 2013. In lieu of the usual battery power storage cabinets, a Vycon flywheel power storage unit (PSU) was connected to this UPS to provide supplemental power in case of utility power loss (blackout) or sag (brownout). The flywheel power storage unit provides backup power for a few seconds while the input to the UPS switches from regular power mains to generator (standby) power. This system has worked well over the past 9 years, but the parts to service the flywheel PSU are becoming increasingly difficult to find. To ensure that NIA can provide the UPS with a reliable backup power source for years to come, NIA requires a standard VRLA (lead-acid) battery unit. Purpose and Objectives: The purpose of this requirement is to replace the Vycon flywheel power storage unit currently installed on the Eaton 9390 uniterruptable power system (UPS) in BRC room 01B118 with a VRLA (valve-regulated lead-acid) battery power storage unit. Project requirements: Interested companies must be able to provide the following: Electrically-compatible with existing Eaton 9390 125 kVA 480 volt three-phase UPS (note that Eaton does not support connection of this UPS to Samsung lithium-ion battery cabinets). Must provide at least 7 minutes run-time with UPS under 120 kVA (108 kW) load Must be compatible with safety monitoring and control circuits in Eaton 9390 UPS Must fit within existing space in BRC room 01B118 – Government will supply site plan with dimensions and photos on demand. Contract must include de-installation and removal of existing Vycon flywheel PSU, including necessary rigging services. Contract must include rigging in and electrical connection of new battery cabinet, including all wiring for power, control and monitoring. Contract must include start-up and testing of UPS with new battery cabinet. Other important considerations: In case domestic sources are available and capable of fulfilling the Government’s need, and a future solicitation is published, the Government will use evaluation preferences in accordance with FAR 25. Capability statement /information sought. Companies that believe they possess the capabilities to provide the required products should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Capability statements must also include the Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of Contact Information. The response must include the respondents’ technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only.
