STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Cryo.S Biobanking Tubes: 300 ?L, 600 ?L, and 1000 ?L and Cryo.S Tube Racks (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00319 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-06, with effective date May 26, 2022 (iv) The associated NAICS code is 334516 and the small business size standard is 1,000 employees. This requirement is full and open with no set-aside restrictions. This is a Brand Name or Equal requirement for Cryo.S Biobanking Tubes: 300 ?L, 600 ?L, and 1000 ?L and Cryo.S Tube Racks. (v) This requirement is for the following item: Cryo.S Biobanking Tubes: 300 ?L, 600 ?L, and 1000 ?L and Cryo.S Tube Racks. See attached Purchase Description for additional details. (vi) All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications as stated in the Purchase Description attached to this solicitation. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is thirty (30) days after receipt of order (ARO). Delivery will be f.o.b. destination. The place of delivery and acceptance will be National Institute on Aging (NIA), 251 Bayview Boulevard, Baltimore, MD 21224. The following factors shall be used to evaluate quotes: (a) technical capability; (b) price, and (c.) past performance [see FAR 13.106-2(b)(3)]. Technical capability and past performance, when combined, are significantly more important than price. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement, to determine the method of acquisition, and availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Small businesses are encouraged to respond. For equipment/supply requirements, responses must include: (1) the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture), as well as (2) the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer Rule). Background: The National Institute on Aging (NIA), Intramural Research Program (IRP), Laboratory of Clinical Investigation (LCI), Clinical Core Laboratory (CCL) processes, labels, catalogs, and stores clinical research samples from participants in various NIA clinical study (BLSA, GESTALT, HANDLS, KE, CR ), and distributes to NIA research laboratories and around the world. The CCL requires the Cryo.S biobanking tubes and tube racks with datamatrix codes in order to aliquot longitudinal human samples processed (mostly plasma, serum, urine, stool, PBMCs, DNA and RNA) in the laboratory and to be stored long-term in the biorepository, and later distribution to researchers for further studies and tests. These specific cryovials are needed to ensure continuity and uniformity with existing tubes and barcodes. These cryovials with datamatrix and accessory storage racks are optimized for automated and efficient storage systems. These cryovalias are compatible with the Laboratory Information Management System (LIMS) currently used in the laboratory and in the biorepository. Purpose and Objectives: The NIA, IRP, LCI, CCL requires Cryo.S Biobanking Tubes and Cryo.S Tube Racks. Project requirements: Cryo.S Biobanking Tubes: 300 ?L, 600 ?L, and 1000 ?L and Cryo.S Tube Racks, or equivalent product to the one described in the Purchase Description attached to this Sources Sought notice. Anticipated delivery date: Thirty (30) days after receipt of purchase order Other important considerations: In case domestic sources are available and capable of fulfilling the Government’s need, and a future solicitation is published, the Government will use evaluation preferences in accordance with FAR 25. Capability statement /information sought. Companies that believe they possess the capabilities to provide the required products should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Responses must also include their Company Name, Unique Entity ID from SAM.gov, Physical Address, Point of Contact Information, and size and type of business (e.g., 8(a), HUBZone, etc.), pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements.
