Title: Autoclave Unit Replacement (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00310 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-06, with effective date 5/26/2022. (iv) The associated NAICS code 334516 and the small business size standard is 1000 employees. This requirement is a Total Small Business Set-Aside and is restricted to small business concerns. (v) This requirement is for the following items: The National Center for Advancing Translational Sciences (NCATS) requires a new autoclave system. The autoclave is a machine that uses steam under pressure to kill harmful bacteria, viruses, fungi, and spores on items that are placed inside a pressure vessel. The current autoclave unit is antiquated, in need of constant repair, and unable to keep up with current laboratory needs. The objective is for a vendor to disconnect and remove the current autoclave system and replace it with a new unit. This autoclave unit will be a replacement for the current unit in 9800 Medical Center Drive Building C, Floor 3. (vi) The purpose of this acquisition is to acquire one (1) of Steelco’s Steam Autoclave model VS L 212138/1L or Equal that meet all salient characteristics. (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is 120 days after Receipt of Order. Delivery will be f.o.b. destination. The place of delivery and acceptance will be 9800 Medical Center Drive Building C, Floor 3, Rockville, MD 20850. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) price; (ii) technical capability of the item offered to meet the Government requirement. The agency will first evaluate offerors’ prices, and then evaluate the apparent lowest-priced quote to determine if it is technically acceptable. If the lowest-price quote is evaluated as unacceptable, then the agency will consider the acceptability of the next lowest-price quote, continuing this process as necessary. (x) The Offerors to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2021), with its offer. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s), product description, and any other information or factors that may be considered in the award decision.
