This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00288 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute on Aging (NIA), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Biodex Medical Systems, Inc., 20 Ramsey Road, Shirley, NY 11967 for a Biodex System Pro. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). The rationale for the brand-name justification is using the same equipment to measure change over time is essential to the success of the study. In order to maintain continuity of the research data collected since 2009, the institute requires the exact same system that was built in 2009 with the same specifications as the original machine including the customization of two dynameters for use in testing muscle strength and power in both individual and simultaneous muscle contractions of the participants of the study. The institute must use the same testing procedures and continue the study using the same equipment. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-07, with effective date 8/10/2022. Background: The National Institute on Aging (NIA) Baltimore Longitudinal Study of Aging (BLSA) has measured muscle strength in study participants for over 20 years. Muscle strength is an important contributor to functional performance and is directly related to neurological and metabolic control mechanisms. NIA requires a unit that can measure strength eccentrically and concentrically to test leg strength in participants which is directly related to activities of daily living and remaining independent during aging. The current system, a Biodex System Pro, was purchased in 2009 and has reached the end of eligibility for annual service and maintenance contract. This purchase is to replace the current equipment. Since measuring change over time is critically important to the objectives of the BLSA, comparability of testing equipment and procedures to maintain continuity of data is essential. Purpose and Objectives: NIA requires an isokinetic dynamometer. The isokinetic dynamometer will need to include two dynamometers to test both legs independently and simultaneously. Project requirements: NIA requires an isokinetic dynamometer system with two dynamometers to test both legs independently and simultaneously. Isokinetic dynamometers must provide constant velocity with accommodating resistance throughout a joint’s range of motion and are considered the standard method by which to assess dynamic muscle function in research settings. The interface of the required system with the microprocessor kit must permit objective measurement of human muscle function related to torque, power and endurance. The system must also assure that observed changes in participant performance over time are due to changes in the individual’s ability and not due to inconsistent measurement capabilities of the device. The system must provide mechanically reliable measures of torque, position and velocity on repeated trials performed on the same day, as well as on different days. Anticipated delivery: 60 days after receipt of order In case domestic sources are available and capable of fulfilling the Government’s need, and a future solicitation is published, the Government will use evaluation preferences in accordance with FAR 25. Capability statement /information sought. Small business concerns that believe they possess the capabilities to provide the required products should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program.
