COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Cytek Aurora Flow Cytometry System (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00168 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5— Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items and is expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-06, with effective date May 1, 2022 (iv) The associated NAICS code is 334516 and the small business size standard is 1,000 employees. This requirement is full and open with no set-aside restrictions. This is a Brand Name or Equal requirement for a Cytek Aurora Flow Cytometry System. (v) This requirement is for the following item: Flow Cytometry System. See attached Purchase Description for additional details. (vi) All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications as stated in the Purchase Description attached to this solicitation. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is determined after receipt of order (ARO). Delivery will be f.o.b. destination. The following factors shall be used to evaluate quotes: (a) technical capability; (b) price, and (c.) past performance [see FAR 13.106-2(b)(3)]. Technical capability and past performance, when combined, are significantly more important than price. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition, and (4) availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. Background: The Viral Immunology Section (VIS) is in need of a Flow Cytometry System to replace an existing LSRII (Becton Dickinson) flow cytometer that has been used in the Neuroimmunology Branch and the VIS. The LSRII is no longer under warranty and can no longer be serviced. Purpose and Objectives: The LSRII flow cytometer has been the reliable and unique machine used for our flow cytometric research for the past fifteen (15) years and vital to the collaborative work done in the National Institute of Neurological Disorders and Stroke (NINDS) clinical laboratories. All clinical studies within VIS; including natural history and interventional studies, use the LSRII machine to phenotypically characterize lymphocyte populations from blood and Cerebrospinal fluid (CSF) of patients with chronic neurologic disease and controls, over the course of illness and in response to experimental therapies. The replacement of the LSRII with a Flow Cytometry System will allow VIS and the entire branch to continue to accomplish all present and future goals and plans. Project requirements: Interested vendors must be able to provide a Flow Cytometry System as described in the Purchase Description attached to this Sources Sought notice. Anticipated period of performance: Delivery date determined after receipt of order. Capability statement /information sought. Small business concerns that believe they possess the capabilities to provide the required products should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program.
