COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Super-resolution microscope equipped with stochastic single photon imaging system (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00157 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5— Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items and is expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-07, with effective date August 10, 2022 (iv) The associated NAICS code is 334516 and the small business size standard is 1,000 employees. This requirement is full and open with no set-aside restrictions. This is a Brand Name or Equal requirement for a super-resolution microscope equipped with stochastic single photon imaging system. (v) This requirement is for the following item: Super-resolution microscope equipped with stochastic single photon imaging system. See attached Purchase Description for additional details. (vi) All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications as stated in the Purchase Description attached to this solicitation. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is within 6 months days after receipt of order (ARO). Delivery will be f.o.b. destination. The place of delivery and acceptance will be National Institute on Aging (NIA), 251 Bayview Boulevard, Baltimore, MD 21224. Technical capability and past performance, when combined, are significantly more important than price. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition; and (4) availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. Background, Purpose, and Objectives: A super-resolution microscope equipped with stochastic single photon imaging system is required by the National Institute on Aging (NIA). The ability to localize ryanodine receptors and other molecular clusters in 3 dimensions using a phase gradient was developed by a group at University of Oslo for which Dr. Stern served on a PhD thesis committee. The group demonstrated that the pattern of clustering of ryanodine receptors, crucial for cardiac excitation-contraction coupling and arrhythmias, was different than previously known, and was labile, subject to remodeling in heart failure and under the impact of stress hormones. Super resolution light microscopy by stochastic photon methods achieves the highest possible resolution by optical imaging. This capability is not available at the NIA. Several projects in NIA would make use of this capability allowing the imaging of the nano-anatomy of cell ultrastructure. Salient Characteristics: Super-resolution microscope equipped with PALM/STORM stochastic single photon imaging system capable of imaging fluorescent probes at a resolution of 30-60 nm in 2 dimensions and less than 100 nm in 3 dimensions. The ability to localize ryanodine receptors and other molecular clusters in 3 dimensions using a phase gradient. One workstation to perform image analysis separate from microscope system itself. Delivery date: within 6 months of receipt of order. Other important considerations: In case domestic sources are available and capable of fulfilling the Government’s need, and a future solicitation is published, the Government will use evaluation preferences in accordance with FAR 25. Capability statement /information sought. Small business concerns that believe they possess the capabilities to provide the required products should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Small businesses must also provide their Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of Contact Information.
