STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Inflammatory and neurodegeneration markers in the Baltimore Longitudinal Study of Aging (BLSA). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00148 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute on Aging (NIA), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Johns Hopkins Bayview Medical Center at 5200 Eastern Avenue, MFL Center Tower, Room 5100, Baltimore, MD 21224 for Inflammatory and neurodegeneration markers in the Baltimore Longitudinal Study of Aging (BLSA). This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-04, with effective date January 30, 2022. (iv) The associated NAICS code 621511 and the small business size standard is $35 million. This requirement has no set aside restrictions. (v) This requirement is for the following service: Inflammatory and neurodegeneration markers in the Baltimore Longitudinal Study of Aging (BLSA). (vi) The Government anticipates award of a firm fixed-price purchase order for this acquisition with an anticipated period of performance is from May 1, 2022 to April 30, 2023. Technical capability and past performance, when combined, are significantly more important than price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (xii) Responses to this solicitation must include clear and convincing evidence of the offeror’s capability of fulfilling the requirement as it relates to the technical evaluation criteria. Background: The National Institute on Aging (NIA) has purchased state-of-art assay kits for quantification of serum/plasma of N4PE, STREM2, and pTau 181 from Quanterix. These biomarkers will be assayed using stored specimens from participants in the BLSA. This procurement is for the services of a senior technician to run the assays on the Quanterix Simoa HD-1 or HD-X analyzer. Purpose and Objectives: Evidence from autosomal dominant Alzheimer’s disease (AD) research suggests that soluble forms of phosphorylated tau (including p-tau181) may have downstream effects on neurodegenerative processes and cognitive decline. However, this has not yet been systematically examined in late-life/sporadic AD. Investigators in the Laboratory of Behavioral Neuroscience, Translational Gerontology Branch, and Laboratory of Clinical Investigation propose three research aims that apply new ultra-sensitive plasma tau assays and leverage the wealth of available neuroimaging, cognitive, and clinical data in the BLSA to further understand the causes and consequences of pathological tau in the preclinical (asymptomatic) phase of AD. Specifically, the proposed research will examine the degree to which p-tau181, N4PE, and sTREM2 measured in plasma of cognitively normal individuals relates to MRI-defined neurodegeneration, cognitive decline, and incident dementia over a 10-year follow-up period. This project requires the use of high throughput equipment and sensitive assays for the identification of biomarkers in serum/plasma of sTREM2, pTau 181, N4PE. These biomarkers will provide important insights into the biological underpinnings of cognitive impairment years before any symptoms would be apparent. New insights may lead to novel treatments to help prevent or delay AD. Project requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work attached to this Sources Sought notice. Anticipated period of performance: The anticipated period of performance is from May 1, 2022 to April 30, 2023. Capability statement /information sought. Respondents must provide, as part of their response, a capability statement that clearly identifies information regarding: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information.
