COMBINED SYNOPSIS / SOLICITATION-COMPETITIVE Title: Service Agreement for Siemens Inveon PET/CT Preclinical Scanner 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 2. The solicitation number is 75N95022Q00145 and the solicitation is issued as request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the FAR Part 13 —Simplified Acquisition Procedures; and FAR Part 12—Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. A fixed-price type of purchase order is contemplated for this requirement. The National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) Neuroimaging Research Branch owns a BBI-piPET-314-13 primate PET scanner to perform imaging studies on preclinical models. The purpose of this acquisition is to acquire a service contract to support the operation of this scanner. This service is required to ensure continued high-quality imaging performance of the scanner to support research in substance use disorders (SUD). See Attachment 1 – Statement of Work, for additional details. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05, dated 03-07-2022. 4. The North American Industry Classification System (NAICS) Code for this procurement is 811219 – Other Electronic and Precision Equipment Repair and Maintenance, and the small business size standard $22,000,000 or less. This requirement is not a total small business set-aside. 5. Line Items: NIDA anticipates the use of a Firm-Fixed-Price type contract as a result of this solicitation. NIDA also anticipates the use of Options in accordance with the Federal Acquisition Regulation 52.217- 9 Option to Extend the Term of the Contract (Mar 2000). It is anticipated that this contract will consist of a 12-month Base Period, with one (1) additional 7-month Option Period. This period of performance will allow for the greatest flexibility given the program needs and funding availability. It is estimated that the Base Period will begin on June 1, 2022 and run through May 31, 2023. Below is a table that contains a list of line item number and description of the requirement for the anticipated award of the Base Period. Line No. Description 1 FY22. Base Period. Project Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work (Attachment 1): The qualified engineers will service Inveon PET/CT preclinical scanner annually. After completion of the planned maintenance, the engineer will prepare a field service report, sign it and submit it to the contracting officer’s representative. Parts and/or Labor to the extent shown in the quote. System Updates. Access to Siemens Customer Care Center for technical telephone support (remote diagnostics, if available to the site and the equipment). Please see Attachment 1 – Statement of Work for the complete description and details of the requirement. 7. The anticipated period of performance for the order shall be: Base Year: June 1, 2022 through May 31, 2023 Option Period 1: June 1, 2023 through December 31, 2023 The ultimate period of performance if all options are exercised shall be June 1, 2022 through December 31, 2023. 8. The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. 9. The provision at FAR clause 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The following is provided as an addendum to clause 52.212-2: The award resulting from this solicitation will be made to the responsible Offeror whose quote is most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: Technical Criteria, Price, and Options. A tradeoff process shall be used for this acquisition because it has been determined to be in the best interest of the Government to consider award to other than the lowest priced Offeror or other than the highest technically rated offeror. All evaluation factors and significant sub-factors are listed below in terms of their relative importance. Technical Factors are significantly more important than price. Evaluations will be based on the demonstrated capabilities of the prospective Offeror in relation to the needs of the project. The merits of each quote will be evaluated carefully. Each quote must document the feasibility of successful implementation of the requirements of this solicitation. The Offeror must submit information sufficient to evaluate its quotes based on the detailed factors listed below. a. Technical Evaluation Criteria As part of the Technical Quote, the Offeror shall include the following: 1. Technical Capability and Functionality NIDA shall evaluate the offeror’s technical approach for overall capability and functionality in relation to the General Requirement, Salient Characteristics, Quantity and Deliverables as described in the Statement of Work. 2. Contract Management and Customer Support NIDA shall evaluate the offeror’s ability to provide a high level of customer service, particularly in the area of initial responsiveness and resolution of device and service problems. Specifically, the Government will evaluate the Offeror’s capability based on its description of any applicable warranty, customer support process. 3. Speed of Delivery, Installation and Set-up NIDA shall evaluate the offeror’s technical approach for completeness, feasibility, soundness and practicality of the proposed approach and work plan for accomplishing the requirements of the Statement of Work. 4. Past Performance The Offeror shall provide past performance information. Past performance information shall cover a minimum of 1 year in relevant services and deliveries of comparable systems. The Offeror shall provide at least one reference for any project identified under the experience factor that has a performance period within the past three years. For each reference, the offeror shall provide: (1) Organization/contracting partner's name; (2) Point of contact's (POC) name and contact information: Current phone numbers. Valid email addresses; (3) Description that precisely explains: General scope of the contract. Specific requirements of the contract. Offerors will be evaluated based on information obtained from references provided by the offeror, other relevant past performance information obtained from other sources known to the Government, and any information supplied by the offeror concerning problems encountered on the identified contracts and corrective action taken. Furthermore, the Government will assess the relative risks associated with each offeror. Performance risks are those associated with an offeror's likelihood of success in performing the acquisition requirements as indicated by that offeror's record of past performance. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror's performance on a list of contracts but rather the product of subjective judgment by the Government after it considers all available and relevant information. b. Price Evaluation Offerors price quote will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques. Price evaluation will not be conducted on any Offeror determined to be technically unacceptable. c. Evaluation of Options It is anticipated that any contract(s) awarded from this solicitation will contain option provision(s) and period(s). In accordance with FAR Clause 52.217-5, Evaluation of Options, (July 1990), the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement, except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests. Evaluation of options will not obligate the Government to exercise the option(s). However, this evaluation will not be conducted on any offeror whose Quote is determined to be technically unacceptable. 10. The Offeror is to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer. Offerors must include the representation at 52.204-24 if it is not in in their completed FAR Representations and Certifications. A copy of that representation is attached as Attachment 2 - Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment. 11. The FAR clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition and is supplemented by Attachment 3 - 52.212-4 Addendum and Supplemental Clauses. 12. The FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition and is supplemented by Attachment 4 - 52.212-5 Addendum. 13. The following additional contract requirement(s) or terms and conditions as determined by the Contracting Officer are necessary for this acquisition and consistent with customary commercial practices. This is not a rated order under the Defense Priorities and Allocations System (DPAS). The resultant purchase order will provide that HHS reserves the right to exercise priorities and allocations authority with respect to this contract, to include rating this order in accordance with 45 CFR Part 101, Subpart A—Health Resources Priorities and Allocations System. 15. The response to the combined synopsis/solicitation is due no later than May 13, 2022 at 12:00 P.M. Eastern Standard Time (EST). Offers submitted after the deadline may not be considered. The Offeror should submit a separate business quotes in searchable PDF format. In its business quote, the Offeror shall add the total price for the Option Period to the total price for the basic requirements. Any quote, modification, or revision that is received at the designated Government office after the exact date and time specified for receipt of quotations is “late” and may not be considered. Quotes received “late” may not be evaluated or considered for award and may be returned to the Offeror. If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. The Government reserves the right to award without discussions if the Contracting Officer determines that the initial prices are fair and reasonable and that discussions are not necessary. 16. DESCRIPTION: The National Institute of Neurological Disorders and Stroke (NINDS) and National Institutes of Health (NIH) is seeking Capability Statements from BOTH Other than Small Business and Small Business organizations with the demonstrated capability of providing support to NINDS/NIMH with qualified engineers who will service the Inveon positron emission tomography/computed tomography (PET/CT) preclinical scanner and Inveon research workplace. This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. BACKGROUND: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. Among the goals of the agency are to develop, maintain, and renew scientific human and physical resources to ensure a continued high return on the public investment in research, and to exemplify and promote the highest level of scientific integrity, public accountability, and social responsibility in the conduct of science. In realizing these goals, the NIH provides leadership and direction to programs designed to improve the health of the Nation by conducting and supporting research in various areas. Both NINDS and NIMH strive to understand the brain, neurological diseases, and mental illness through basic research. Reproductive Biology and Genetics Core (RBGC) provides NINDS and NIMH investigators with access to marmoset-dedicated preclinical PET/CT in NIH Building 49, Room B2-102, 49 Convent Drive, Bethesda, MD 20892. With the addition of PET and CT imaging modalities, investigators can have new tools to study cerebral functions and metabolisms in marmoset models. RBGC’s Inveon PET/CT is a critical component in carrying out the NINDS and NIMH mission by providing a deeper understanding of the functionality and structure of the brain. REQUIREMENTS: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the requirements. On behalf of NINDS and NIMH, the National Institute on Drug Abuse (NIDA) is conducting market research to identify capable small and other than small businesses that can provide maintenance and service engineers to service the Inveon PET/CT preclinical scanner and Inveon research workplace on an annual basis. After completion of the regular and annual maintenance, the engineer(s) will prepare a field service report, sign it and submit it to the Contracting Officer’s Representative (COR). Parts and/or Labor will be provided (as described below), along with system updates. Access to Customer Care Center for technical telephone support will be provided (remote diagnostics, if available to the site and the equipment). An interested and capable vendor must clearly demonstrate its experience and ability to provide the service described below, between the hours of 8 a.m. and 6 p.m., Eastern Standard Time (EST), Monday through Friday: Technical phone response and support during days and hours stated above. Annual education allowance which provides dollar credit that is redeemable clinical education program and clinical education services offered by Siemens or equivalent. On-site response: on-site Customer Service Engineer shall arrive within four (4) hours after a call for service has been placed with the Contractor’s Customer Care Center. This on-site response shall apply to system/room down situations only. Host computer: Service deliverables for the host computer work-station shall match those for it’s associated preclinical scanner. Same-day parts delivery if parts are ordered by 12 p.m. EST. Safety checks shall be performed to insure compliance with all local and federal guidelines and regulations. This service consists of: Tracking and scheduling of required tests Mechanical safety checks (e.g. mechanical movements etc.) Electrical safety checks (e.g. leakage currents, insulation etc.) Reporting of findings and results Quality assurance tasks shall be performed to keep the system within the quality specifications as issued by the relevant equipment’s specifications. Quality assurance tasks consist of: Tracking and scheduling of required quality assurance tasks Check of measuring and image quality parameters Verification of specified quality parameters Adjustments to factory quality specifications Documentation and detailed quality report of system condition System updates: Modifications or reliability enhancements to equipment shall include two types: Mandatory (safety and performance-related update instructions) and Non-mandatory (reliability-related service instructions). Labor shall be included during the hours of stated above. Does not include enhancements to the operating systems or additional functionality. Application hotline phone support. Unlimited coverage of on-site labor. General spare parts coverage: Replacement of standard spare parts shall be included. Excludes high-vacuum components (image intensifiers, x-ray tubes, CT tubes, mammography tubes). Excludes consumables (batteries, leads, padding, storage media, cassettes, radioactive sources, etc.), analog persistence scopes, shock wave components, transducers, TEE’s and specialty probes, flat panel detectors, collimators, and waveguides. Excludes non-Siemens parts (injector, laser, printer, chiller, etc.) Travel time for Customer Service Engineer to and from NINDS and NIMH site. Planned maintenance: Preventive services shall be carried out in accordance with the equipment's specific maintenance plan. This includes: tracking and scheduling of required maintenance tasks; exchange of wear and tear parts according to maintenance plan; care measures; adjustments to factory specifications; verification of specified performance and functionality; documentation and detailed protocol of system condition. PET detector coverage. CT detector coverage (camera). CT x-ray source coverage (tube). Inveon Multi-modality CT/PET sources: Annual replacement of calibration and transmission sources. KEY PERSONNEL: The Contractor will be responsible for ensuring that the personnel assigned for service have the technical competence required to complete the service within a reasonable time and maintain the equipment at peak factory performance. Service personnel need to have experience deemed appropriate by SIEMENS MEDICAL SOLUTIONS USA, INC. ESTIMATED PERIOD OF PERFORMANCE It is anticipated that this requirement will consist of a Base Period of 12-months, and include the use of Options to Extend the Period of Performance. If exercised the period of performance shall be extended by an additional 8-month Option Period. The estimated Base Period shall be from 5/1/2022 - 4/30/2023. If exercised the estimated Option Period shall be from 5/1/2023- 12/31/2023. INSTRUCTIONS: Respondents must provide clear and convincing documentation of their capability of providing the products and support services specified in this notice.
