COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Qiagen Ingenuity Pathway Analysis (IPA) Software (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00137 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; and FAR Part 12—Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-04, with effective date 1/30/2022. (iv) The associated NAICS code 511210 and the small business size standard is $41.5M. This requirement is full and open with no set-aside restrictions. (v) This requirement is for Qiagen Ingenuity Pathway Analysis software in accordance with attached Product Description. (vi) Generic name of the item is a software license to a web-based software application that enables researchers to analyze, integrate, and understand data derived from gene expression, microRNA, and SNP microarrays; phospho-proteomics, metabolomics, proteomics, and RNA-Seq experiments; and small-scale experiments that generate gene and chemical lists. (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is two (2) business days after receipt of order. The place of delivery and acceptance will be 251 Bayview Boulevard, Baltimore, Maryland 21224. The following factors shall be used to evaluate quotes: a. Technical capability of the item offered to meet the Government requirement; b. Price; and c. Past performance [see FAR 13.106-2(b)(3)]. Technical and past performance, when combined, are significantly more important than cost or price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) The Offerors to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2021), with its offer. If the offeror has completed FAR clause 52.212-3 at www.sam.gov, then the offeror does not need to provide a completed copy with its offer. (xii) The following additional contract requirement(s) or terms and conditions as determined by the contracting officer are necessary for this acquisition and consistent with customary commercial practices: There are no additional contract requirements or terms and conditions applicable to this acquisition. (xiii) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. To better understand the cause-effect relationship, the finding of high-throughput assays such as RNA sequencing or microarray needs to be looked at in the context of biological processes and pathways. Purpose and Objectives: Ingenuity Pathway Analysis software will help the researchers to look at altered biological processes and pathways. Project requirements: See attached purchase description. Anticipated period of performance: April 1, 2022 through March 31, 2023 Other important considerations: Respondent must be an authorized reseller of Qiagen product in attached purchase description. Capability statement /information sought. Small business concerns that believe they possess the capabilities to provide the required products or services should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program.
