COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Microscope system with Large Field of Viewpoint scanning confocal and widefield video recordings and spatial optogenetics stimulation RFQ: 75N95022Q00109 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00109 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5— Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-06, with effective date 05/26/2022. (iv) The associated NAICS code is 333314 - Optical Instrument and Lens Manufacturing and the small business size standard is 500 employees. This requirement is set-aside to small business. (v) The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people’s health and save lives. NCATS is one of 27 Institutes and Centers at the NIH and its mission is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. The NCATS DPI plans, conducts and uses both internal and contract resources to advance collaborative research projects across the preclinical phases of the translational science spectrum. (DPI) is in need of a microscope system with Large Field of Viewpoint scanning confocal and widefield video recordings and spatial optogenetics stimulation to implement drug screening assays on engineered tissue models of the neuromuscular junction using the CuriBio Mantarray muscle contraction platform and of neuronal calcium activity on neural circuit models. The 3D Tissue Bioprinting Laboratory at NCATS is producing and using engineered tissues as physiological relevant assay platforms for predictive drugs screening. This is a request for a new microscope which will be applied to develop functional neuronal tissue models, including neuronal circuits of addiction and innervated skin models (HEAL program), neuromuscular junction (NMJ) tissue and related diseases (potential application for gene therapy, like Congenital myasthenic syndrome (CMS) for PaVe-GT program), analyze the contractibility of the NMJ Model, contractibility in cardio muscle tissue models for toxicity studies (in collaboration with Tox21). As well as being the labs primary equipment to develop protocols for optogenetic analysis and then translating to high-throughput equipment & several robotic systems that NCATS has. With these new capabilities and the current instrumentation such as Phenix Plus, Molecular Devices ImageXpress and Leica confocal do not allow to implement such measurements, because of limitations in hardware and software. As well as camera quality & speed and also because the commercial platform used to develop the NMJ (CuriBio) is too tall (29mm) and does not physically fit any other imaging instrument at NCATS. (vi) The Division of Preclinical Innovation (DPI) at the National Center for Advancing Translational Sciences (NCATS) seeks to purchase an A microscope system with Large Field of Viewpoint scanning confocal and widefield video recordings and spatial optogenetics stimulation. Specific requirement and salient characteristics provided in the attached PURCHASE DESCRIPTION (PD). (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is required within three (3) weeks after receipt of order (ARO).
