This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95022Q00098 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5— Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-04, with effective date January 30, 2022. (iv) The associated NAICS code 541990 and the small business size standard is $16.5 million. This requirement has no set-aside restrictions. (v) This requirement is for the following services: Generate Alzheimer’s Disease and Related Dementia (ADRD) patient-derived iPSC lines. (vi) The Center for Alzheimer’s Disease and Related Dementias requires generation and collection of up to 200 engineered induced pluripotent stem cell lines from human patient fresh whole blood or peripheral blood mononuclear cells (PBMCs). (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability to meet the Government’s requirements; (ii) past performance [see FAR 13.106-2(b)(3)]; (iii) price. Technical and past performance, when combined, are significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Project requirements: Interested vendors must be able to provide the required service as described in the Statement of Work attached to this Sources Sought Notice. Anticipated period of performance: Base Year: July 1, 2022 – June 30, 2023 Option Year 1: July 1, 2023 – June 30, 2024 Capability statement /information sought. The intent of this sources sought notice is to define the procurement strategy (e.g. set-aside, sole source, unrestricted) for a solicitation that is intended to be posted soon. Interested contractors are requested to respond by (1) identifying how their proposed product meets or exceeds the project requirements listed above; and (2) providing product literature, white papers, or capability statements that demonstrate their bona fide ability to supply such an item within the time frame described above.
