Maintenance Support Service for Single Molecular Microscope (SC-Edge 450-All-in service contract) Statement of Need and Purpose: The purpose of this acquisition is to acquire a service agreement for maintenance for the Single Molecule Microscope (SC-Edge 450-All-in). The NINDS Laboratory of Cell Biology and Biophysics requires a service contract for maintenance of the Single Molecule Microscope. This requirement is for Base period with 2 option years. Background Information and Objective: The NINDS Laboratory of Cell Biology and Biophysics combines biophysical and cell biological approaches to understand the interplay between microtubules and their regulators as well as how the tubulin post-translational modifications tune the behavior of motors and microtubule associated proteins; performing measurements of microtubules and microtubule associated proteins and their kinetics and dynamics at the single molecule level. The mission of the Lab of Cell Biology and Biophysics at NINDS is to determine the structure and mechanism of proteins that regulate the cytoskeleton with involvement in neurodevelopmental and neurodegenerative disorders. The Laboratory of Cell Biology and Biophysics requires a multi-year service contract for the maintenance of the Single Molecule Microscope. Period of Performance: 3 year service contract beginning once the contract is activated Base contract year: September 21, 2022 – September 20, 2023[PS([1] Option year 1: September 21, 2023 – September 20, 2024 Option year 2: September 21, 2024 – September 20, 2025 Place of performance: 35 Convent Drive, Room 3B205, Bethesda, MD 20892[PS([2] SCOPE OF WORK General Requirements: The purpose of this acquisition is to acquire a service agreement for maintenance for the Single Molecule Microscope (SC-Edge 450-All-in). This requirement is for one year with 2 option years and issued on a sole-source basis. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below: Specific Requirements: The contractor shall provide service and maintenance for SC-Edge 450-All-in service contract. Contractor shall provide the NINDS with the following services: Contractor will provide support and maintenance as specified in the Quote. Any Services agreed upon in addition to the standard warranty of the Product as set out in clause 11, are subject to the Service Conditions as set out in Section 2 of these Conditions. Maintenance and support may not be available (or hampered), if third party items have been installed on the Product. Use of reconditioned or refurbished parts. Repair parts may include reconditioned or refurbished parts or components. Contractor may, at its sole discretion, repair, replace or remove the affected Products. In case of removal, Contractor shall refund the purchase price. During the Warranty Period, customer is entitled to request for and use three (3) application support training days of 8 working hours per day. After this period, the support training days will automatically lapse without any reimbursement Contractor will provide the Services Monday through Friday, 8:00 a.m. to 5:00 p.m. (local time), excluding holidays. Contractor will work with customer to schedule the Services at a time that is mutually convenient. Contractor shall provide upgrade services for the microscope on an as needed basis. Upgrade services include, but are not limited to patches, bug fixes, corrections, updates, support and maintenance releases or other modifications to the Software in order to allow for continued and basic use of the Product as purchased. Contractor to provide all labor, material and equipment to provide preventive maintenance for government owned Single Molecule Microscope (SC-Edge 450-All-in), located in[PS([3] _____ for the period of 9/21/2022 – 9/20/2023[PS([4] . Maintenance services shall be performed in accordance with manufacturer’s standard commercial maintenance practices. Contractor shall provide phone support from a certified technician within 1 business day and on-site service within 3 business days after it is determined that the problem cannot be resolved through phone support. Preventive Maintenance: Contractor shall provide maintenance services and monitor this equipment’s performance to proactively maintain and monitor this equipment’s performance. Planned maintenance inspections are included to assure peak performance and reproducibility, and minimize costly down time. Service shall be performed by technically qualified factory trained personnel. Service shall consist of a thorough cleaning, calibration, adjustment, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. Included is 1 planned maintenance inspections per year, with labor, travel and replacement repair parts covered. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. Service Exclusions: The Contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. Key Personnel: The contractor will be responsible for ensuring that the personnel assigned for service have the technical competence required to complete the service within a reasonable time and maintain the equipment at peak factory performance.
