COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Brand-Name or Equal Automated, Computer-interfaced Automated Storage/ Retrieval System for NCATS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 75N95021Q00248 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 dated March 10, 2021. The associated NAICS code is 337215, Showcase, Partition, Shelving, and Locker Manufacturing and the small business size standard is 500 employees. There is no set-aside restriction. Project requirements: The National Center for Advancing Translational Sciences (NCATS) Compound Management group requires one (1) brand name or equal Kardex Shuttle XP Vertical Lift with Aurora mobile shelving that is capable of storing vertically 4 mL glass vials as well as having a tracking software and computer database with Power Pick Global that can interface with the NCATS existing Laboratory Information Management System (LIMS). See attached Purchase Description (PD) for complete details and specifications. Warranty/Service Terms for the vertical lift, high density mobile shelving abd software: The Equipment shall include 2-year limited warranty at no additional cost, including on-site, next business day service for parts and labor due to Equipment malfunction, and unlimited telephone-based support between 8:00 am – 5:00 pm, Monday through Friday (except federal holidays). The Contractor shall warrant all mechanical and optical components to be free from material defects in workmanship or material under normal use and service for a period of at least two (2) years from the date of installation and acceptance. The Contractor shall provide repairs if necessary, during the warranty period and will cover all parts, labor, and associated travel costs. The Contractor shall deliver all equipment within 16 weeks after receipt of order (ARO) in coordination with the NCATS Program Official. The equipment shall be delivered to the NCATS facility located at the following address between the hours of 8:00am and 5:00 pm Eastern Daylight Time, Monday through Friday (except federal holidays): 9800 Medical Center Dr, Bldg C Room 111W Rockville, MD 20850 Delivery must be Freight on Board (FOB) destination, including inside delivery to the room number specified. An Original Equipment Manufacturer (OEM) certified service technician must setup and install all equipment within two (2) weeks of installation. All required items shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, they shall be marked with the contract number and Contractor name. The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet all of the Government’s minimum acceptable standards, salient physical, functional, or performance characteristics of the product required as specified in the Purchase Description on a brand-name or equal basis: price past performance Technical and past performance, when combined, are significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
