STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Cell culture and media supplements (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95021Q00177 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-05, with effective date March 10, 2021. (iv) The associated NAICS code 334516 and the small business size standard is 1,000 employees. This requirement is full and open with no set-aside restrictions. (vi) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is Twelve (12) to Sixteen (16) weeks after receipt of order. Technical capability and past performance, when combined, are significantly more important than price. Background: This request is to procure cell culture media and supplements to the Laboratory of Neurogenetics for neurodegenerative disease research for the purpose of stem cell culture reagents. These items will be used to identify causative genes for neurodegenerative diseases. Purpose and Objectives: The National Institute on Aging (NIA), the Laboratory of Neurogenetics has successfully performed cell culture work for multiple years, including stem cell maintenance and cell population differentiation. Our team has successfully trialed multiple protocols and reagents to create specific, differentiated cell populations, and we have optimized protocols that work well in our laboratory. The objective for this work is to scale up the cell culture experiments, using recently acquired machinery, to differentiate stem cells lines into multiple cell populations to identify genetic variants that drive changes in gene expression and cell population changes distinctive of Parkinson’s disease. The automatic machinery acquired necessitates this use of bulk media as the operation scale is dramatically increased. Project requirements: Interested vendors must be able to provide four varieties cell culture media for proliferation and differentiation of induced pluripotent stem cells (iPSCs). Culture will be delivered in two formats (bulk, 1 liter bags; 500mL bottles). The intent of this sources sought notice is to define the procurement strategy (e.g. set-aside, sole source, unrestricted) for a solicitation that is intended to be posted soon.
