NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Single Cell Sequencer (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95021Q00148 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5— Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute on Aging (NIA), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to 10X Genomics at 6230 Stoneridge Mall Rd Pleasanton, CA 94588 for a Single Cell Sequencer. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR Subpart 13.5—Simplified Procedures for Certain Commercial Items and FAR 13.501, Special Documentation Requirements, in accordance with 41 United States Code (U.S.C.) 1901. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-05, with effective date March 10, 2021. (iv) The associated NAICS code 334516 and the small business size standard is 1,000 employees. This requirement has no set-aside restrictions. (v) This requirement is for the following item: Single Cell Sequencer. See attached Purchase Description for additional details. (vi) All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications as stated in the Purchase Description attached to this solicitation. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is within two (2) months after receipt of order (ARO). This instrument is an important component of our efforts to systematically analyze induced pluripotent stem cells (IPSC) associated with neurodegenerative disorder research for gene expression analysis in the Center for Alzheimer’s Disease and Related Dementias. Purpose and Objectives: The Center for Alzheimer’s Disease and Related Dementias is planning to perform a large project using 200 iPSc lines differentiated into forebrain neurons, astrocytes and microglia. It will be aimed to perform single cell RNA sequencing for these samples to learn cell type-specific gene expression and the identification of genetic associations with gene expression levels in iPSC derived cells. Project requirements: Instrument shall deliver paired full-length T-cell receptor alpha and beta chain sequences at the single cell level using universal and unbiased amplification strategies Instrument shall incorporate of a unique molecular identifier (UMI) in the template switch oligo to enable transcript quantification and further reduce systematic bias by controlling for non-biological SNVs or other variants introduced by PCR and sequencing error Instrument shall enable the detection of germline and somatic variation across full-length antigen receptor V(D)J gene sequences Instrument shall identify both productive and non-productive recombination events as well as adaptive immune cells with more than one productive T-cell receptor alpha or beta chain Instrument shall map transcription start sites Anticipated delivery date: Two (2) months after receipt of purchase order Capability statement /information sought. The intent of this sources sought notice is to define the procurement strategy (e.g. set-aside, sole source, unrestricted) for a solicitation that is intended to be posted soon.
