NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Service and Preventative Maintenance of BlueWashers - Serial Numbers: 57712-013 and 57716-010 with passive drains. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95021Q00112 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5—Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to BlueCatBio MA, Inc. at 58 Elsinore Street, Concord, MA 01742 for the service and preventative maintenance of BlueWashers - Serial Numbers: 57712-013 and 57716-010 with passive drains. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). Pursuant to FAR Subpart 13.501(a)(1)(iii) the justification (excluding brand name) will be made available within 14 days after contract award or in the case of unusual and compelling urgency within 30 days after contract award. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-05, with effective date March 10, 2021. (iv) The associated NAICS code 811219 and the small business size standard is $22 million. No set-aside restriction is applicable. (v) Background: The National Center for Advancing Translational Sciences (NCATS), Toxicology in the 21st Century (TOX21) program is in need of a service and preventative maintenance contract for an automated, centrifugation-based plate washer with dispenser system manufactured by BlueCatBio. This instrument enables NCATS researchers to gently wash microplates using centrifugation; that greatly increases the throughput of ELISA based assays, and other assays that require multiple wash steps. Additionally, centrifugation allows for a contact-free and complete removal of liquid from the well without disrupting adherent cells. High-throughput screening projects require the washing of 384- and 1536-well microplates. One of NCATS’ goals is to develop methods that will advance the science of high throughput screening and informatics by addressing the high incidence of false-positives in target discovery. To this end, it is imperative we reduce errors to a minimal and maintain our BlueWashers. The BlueWasher reduces noise in many phenotypic screens we are running as part of our research screenings, and permits screening of assays using hepatocytes as the mammalian cell type infected by parasites and/or viruses. Purpose and Objectives: Service and Preventative Maintenance of BlueWashers - Serial Numbers: 57712-013 and 57716-010 with passive drains. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work attached to this solicitation. (vi) Project Requirements: Replacement of all internal and external tubing & filters Checking and calibration of liquid dispense volumes Door travel Plate carrier travel Inspection of all mechanical components (door, rotor, rotor housing, rotor bearings, rotor motor, fan, and screws) Updating BlueWasher Firmware and laptop graphical user interface (GUI) to the latest versions In-depth review of run history for any error codes Audit of cleaning history for compliance with recommended cleaning procedures Submission of a written report with recommendations for replacing components One (1) year extended warranty on BlueWashers - Serial Numbers: 57712-013 and 57716-010 with passive drains Re-certification of BlueWashers - Serial Numbers: 57712-013 and 57716-010 with passive drains Travel to and from the customer worksite (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition with an anticipated period of performance of one (1) year. Technical capability and past performance, when combined, are significantly more important than price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
